Security glass that holds together when shattered is known as laminated glass. The interlayer maintains the bond between the glass layers even when shattered, and the glass doesn't shatter into big, sharp fragments because of the interlayer's great strength. A better sound insulation grade for the glass may also be provided via the interlayer.
